Blue Badges for organisations
A Blue Badge can be issued to an organisation concerned with the care of disabled people (who would meet one or more of the eligibility criteria prescribed in the regulations that govern the Blue Badge scheme) and that they will be using the vehicle solely for the purpose of transporting those people.
A senior representative may apply online on behalf of an organisation. Applications can be made online 24 hours a day. The online application allows you to upload your supporting documentation and pay the relevant fee.
Applications will be examined to ensure that they are genuine and necessary. To qualify, the organisation must demonstrate:
- a clear need for an organisational badge due to the number and frequency of disabled people transported
- that the badge will be used only for transporting eligible disabled people, not for staff convenience or other business purposes
A “clear operational need” is not defined by a single rule or number, but in practice it means there must be strong, evidence-based justification that issuing a badge to a specific vehicle is necessary for the regular transport of eligible disabled people, rather than simply helpful or convenient.
An organisation is more likely to meet this threshold where it can show:
- frequent and consistent use of a specific vehicle. For example, daily or near-daily transport of residents who would individually qualify for a Blue Badge
- dedicated transport function. The vehicle is routinely assigned to transporting eligible disabled people, not general or mixed-purpose use
- predictable, repeated journeys. For example, regular trips to medical appointments, day services, or structured activities
- inability to rely on individual badges in practice. For example, the same vehicle is used for multiple residents in succession, making individual badges impractical to manage within journeys
- control and accountability. The organisation can demonstrate how the badge will be securely held, properly used, and linked to a specific vehicle or operational function
In order to help determine eligibility of applications, we will ask organisations:
- about the number of qualifying disabled people being cared for
- about the type of vehicle(s) being used to carry them, whether it is adapted and how
- why the organisation feels they need an organisational badge rather than using individual Blue Badges of people in their care
- how often the badge(s) is likely to be used and for what purpose
Where relatively few people meet the eligibility criteria for a badge in the organisation, it would be preferable for the disabled people themselves to apply for badges, rather than have one issued to an organisation. This then allows the holder to use the badge issued to them in any vehicle in which they are travelling, as either a driver or passenger.
In all circumstances, badges will be issued to the organisation and not to individual employees.
All employees of the organisation who will be using the badge should be reminded that they must only use the badge for the purposes of transporting disabled people who meet one or more of the eligibility criteria for a badge.
