The Peep Learning Together Programme (Peep LTP) is an evidence‑based, strengths‑focused early years intervention that supports parents and carers to create a rich and nurturing Home Learning Environment (HLE) from birth to age five. The programme helps families make the most of everyday moments—listening, talking, playing, singing, and sharing stories—to build children’s communication, confidence and readiness for school.

Peep is designed to be flexible and can be delivered one‑to‑one, in groups or in family hubs and early years settings. Practitioners trained through the two‑day Peep LTP training use a structured but adaptable curriculum covering 74 child development topics across five strands:

  1. Personal, social and emotional development
  2. Communication and language
  3. Early literacy
  4. Early numeracy
  5. Health and physical development

Purpose of the programme:

  • strengthen parent–child relationships, building sensitive and responsive interactions that support secure attachment
  • improve the quality of the Home Learning Environment, helping families embed learning opportunities into daily routines such as talking, singing, reading and play
  • promote children’s early development, particularly in communication, language, early literacy, early maths and emotional development
  • enhance practitioner skills, supporting professionals to work with families in a strengths‑based way that builds on what parents already do well
  • narrow the attainment gap, by engaging families who may be isolated or disadvantaged and improving developmental outcomes before school entry

Research shows that the home learning environment and the quality of relationships in early childhood are critical influences on later outcomes, making Peep a highly valuable early intervention.

Why PEEP meets Wirral’s needs

A strong fit with Wirral’s early intervention priorities

Wirral’s Best Start in Life commitment emphasises early help, early language development and building strong foundations before children start school. Peep’s evidence‑based approach directly supports these priorities by focusing on communication, emotional development and home learning practices from birth.

Addresses gaps highlighted through the pandemic

Wirral has recognised that Covid‑19 disrupted socialisation, early learning opportunities and family access to services. Peep helps rebuild these foundations by supporting parents to embed playful, language‑rich learning at home, counteracting some of the developmental impacts linked to reduced interaction.

Supports families across diverse levels of need

Peep is universal but can be targeted for families facing disadvantage, those with developmental concerns, or those needing additional support in building confidence or understanding their child’s learning. This flexibility aligns well with Wirral’s Family Hubs model and place‑based delivery approaches.

Strengthens the home learning environment to improve school readiness

Improving the home learning environment is a known driver of better language, literacy and social‑emotional outcomes. Peep offers a practical way for Wirral to build school readiness, particularly in areas where children may be at higher risk of falling behind.

Scalable, cost‑effective and practitioner‑friendly

Peep requires minimal resources to deliver, with flexible training options and easily accessible session materials. It can be embedded into, nurseries, Family Hubs and community venues—supporting Wirral’s aim to offer consistent early years pathways across the system.

The Peep Learning Together Programme offers a high‑quality, evidence‑based approach that aligns strongly with Wirral’s Best Start in Life ambitions. By supporting parents to enrich the home learning environment and strengthen early relationships, Peep helps improve communication, confidence and school readiness—while narrowing gaps that appear long before children enter school.
