Councils use road condition surveys to assess the state of their roads. The results are grouped into three categories:
- Green – the road is in good condition and no further investigation or treatment is required
- Amber – the road may need maintenance soon
- Red – the road is in poor condition and should be considered for maintenance

Additional information on carriageway condition
Wirral Council commissions an independent consultant to undertake driven condition surveys of its road and footway network. These surveys capture 360-degree high-definition imagery, which is assessed in accordance with the PAS 2161 standard to provide a consistent and evidence-based measure of carriageway and pavement condition. The data supports asset management planning and the development of future maintenance and resurfacing programmes.
The data supplied by this external contractor is complemented by our highway Inspectors who carry out routine safety inspections for such things as identifying defects, monitoring deterioration and helping to prioritise maintenance needs across the network.
Pavement (footway) condition data is currently collected on a yearly basis, despite the generally slower rate of deterioration compared with carriageways. As pavement surveys have been introduced more recently, Wirral continues to refine how this data is used to optimise maintenance programmes, ensuring investment is targeted effectively and delivers sustainable long-term outcomes.
