This area is located to the south west of the main commercial centre of Birkenhead. From the 1820s to the 1840s, Birkenhead grew from a small village to a sizeable town.
Residential villas of high quality spread out from the town and park and occupied the higher land or the banks of the Mersey, where air was cleaner and views more extensive. Clifton Park was one of these residential areas and was developed by Captain William Sharp to a layout by the architect, Walter Scott around 1840.

Public Consultation
The council has a statutory duty to formulate and publish proposals from time to time for the preservation and enhancement of conservation areas. To this end, an updated Conservation Area Appraisal and Management Plan has been completed for the Clifton Park Conservation Area.
The Clifton Park Conservation Area was first designated in 2004, with an Appraisal produced during the same year. The new Conservation Area Appraisal and Management Plan aims to update the existing document and look to the future management of the area, working to enhance and preserve what makes it special. The proposals support the policies laid out in the Wirral Local Plan.
During the public consultation period (6 July 2026 to 17 August 2026), residents, businesses and interested groups and organisations are welcome to send us their comments on the draft document.

The appraisal and management plan would be a material consideration in the determination of relevant planning applications. The document will also support the development of policies to help maintain and enhance the character of the conservation area.

Any comments you may wish to make on the contents of the Appraisal would be very welcome and relevant information can be incorporated in the final document before it is published.
