Regenerating Liscard

Wirral Council has embarked on an ambitious journey to regenerate Liscard: to reimagine the town centre whilst creating a place that meets the needs of its local community. The council is working with partners, stakeholders and the local community to deliver its ambition for the town.

In late 2019, Wirral Council was successful in bidding for the Liverpool City Region Town Centre Fund - a £500,000 Action Plan of investment to improve the sustainability and vitality of the town centre and helping to drive forward the regeneration of Liscard. 

The Action Plan includes initiatives aimed at making a difference quickly in the town, as well as looking to secure the future of the Liscard town centre through a 15-year Neighbourhood Framework.

Current projects

By December 2021, the Town Centre Fund Action Plan will have delivered:

  • a Business Grants scheme to support new and existing independent businesses, with the aim of making internal and external shop front improvements and bringing empty shops back into use
  • a Community Grants Programme to support cultural, creative and community investment activities in and around the town centre
  • plans for a new, purpose built pump-track in nearby Central Park - to provide a dedicated cycling facility, primarily benefiting young people (built by Spring 2022)
  • diversionary activities to support young people
  • provision of new CCTV to help reduce vandalism and anti-social behaviour, along with improvements to the town’s street scene including improved lighting and other safety features along Liscard Way

15-year Neighbourhood Framework

The Town Centre Fund has financed a Neighbourhood Framework for Liscard: An Integrated Masterplan which was commissioned by the council in 2020. The Neighbourhood Framework will set out a new ambitious vision for the future and provide a clear framework to guide the sustainable economic growth and renewal of Liscard over the next 15 years. The Framework is a significant opportunity to reshape Liscard in a way that improves the experience of residents, businesses and visitors, ensuring it is fit for the future.

The Framework identifies medium to long term improvements for the town centre, and will help to shape and guide how the council invests in regeneration, attract new developer interest and to position Liscard positively for future funding opportunities from central government. The Liscard Neighbourhood Framework was approved by the council as the regeneration strategy for Liscard in November 2021. Further information can be viewed below:

Liscard Town Centre Fund Grants

We know that Liscard has many businesses and organisations which are seeking to embrace change and to look ahead to future possibilities. Other Wirral-based businesses may be considering Liscard as an exciting prospect to start up in. These businesses and organisations will be at the heart of Liscard’s transformation. In early summer 2021, the council invited applicants to put forward proposals for two new grant schemes aimed at local businesses and community organisations which are outlined below.

Liscard Business Grant Scheme

Applications for the Liscard Business Grant Scheme closed on 19 July 2021, and following appraisal, 33 businesses that strongly met the objectives of the scheme were awarded an average grant of just over £5,250 totalling £173,000. 

The aim of this scheme was to support the growth and development of eligible local businesses and socially trading organisations which would contribute to the regeneration and sustainable growth of the town centre by:

  • supporting existing businesses to diversify, expand or make improvements to their commercial premises
  • encouraging the establishment of start-up independent businesses to locate in Liscard
  • bringing vacant premises back into use
  • increasing footfall in the town centre
  • fostering a more diverse and attractive high street

Liscard Community Grant Scheme

In July 2021, Wirral Council invited applications from existing Wirral-based community and voluntary sector groups and socially trading organisations to deliver of an exciting array of community projects, involving local residents of Liscard.

In order to support communities to thrive, the aim of this funding scheme was to:

  • increase the diversity of current town centre uses including meanwhile and pop-up uses, and a range of activities to support community regeneration
  • attract visitors and businesses through an improved cultural and community offer
  • improve the places and spaces that matter to the local community, raising civic pride and identity in the town and creating a more animated, confident and vibrant town centre
  • reinvigorate and celebrate the importance of the high street and independent traders
  • increase residents’ involvement, participation and ownership of local activities 
  • build the capacity and resilience of the community and voluntary sector based locally
  • support a range of diversionary activities for local young people including sports and cultural activities

One-off grants of up to £10,000 were available to eligible organisations to apply for to fund a wide range of community-based projects be delivered within the Liscard Town Centre Fund Delivery Area until December 2021.

Following appraisal, 9 organisations were awarded funding totalling £69,000, to deliver projects ranging from environmental initiatives, youth and sports activities, arts and creative sessions, family forest school sessions, and initiatives to support the mental health and wellbeing of local people.

Further updates will be published on this website in early 2022 to report back on the achievements of these projects.

Central Park Pump Track

As part of the Action Plan to revitalise Liscard Town Centre and support activities for young people in the area, a new purpose-built pump track is proposed in nearby Central Park. 

A pump track is a continuous circuit for cyclists which is designed so it can be used by young people and adults of all ages safely. The pump track in Central Park will provide a dedicated facility for young people, families and other residents and allow cycling activities to be enjoyed in a safe environment. Pump tracks are also suitable for skateboards, rollerblades and scooters.

The proposed location for the pump track is the former Sunken Garden, which has a good, visible and accessible location in the centre of the park.

We held a public consultation with local residents on the design options for the pump track about the pump track between Monday 26 July and Friday 13 August 2021. We also held a drop-in event in Central Park walled garden during this time where people could look at the design options and tell us their views.

A planning application was submitted in September, and if approved, work will begin on site in January 2022.
