Masterplans and the new Local Plan

Adopted Masterplans and Neighbourhood Frameworks

The Council's Economy, Regeneration and Housing Committee (Tuesday 16 July 2024) resolved that the following masterplans be adopted as the Council's approved planning strategies for the areas in question:


It was also resolved, in line with proposed modifications to the local plan, that Scott's Quay Neighbourhood Framework be withdrawn.

Masterplans and the new Local Plan

Policies WS6, RA1, RA3, RA4, RA5, RA6, RA7, RA9, RA10, RA11, WP4.2 and WP6.3 of the Local Plan Submission Draft set out requirements for development within a series of masterplan areas to conform with masterplans which have been endorsed by the council.

The preparation of masterplans for these areas is key to regeneration, place making, and ensuring comprehensive development.

MPA RA1.1 RA1 Wallasey Town Hall Quarter Masterplan Area Following resolution at the Council's Economy, Regeneration and Housing Committee (Wednesday 04 December 2024), this Masterplan is now adopted.
MPA RA2.1 RA2 Birkenhead Road Masterplan Area Following resolution at the Council's Economy, Regeneration and Housing Committee (Tuesday 16 July 2024), the Scott's Quay Neighbourhood Framework was withdrawn and the associated Masterplan for the Birkenhead Road area will not now be developed. The Director of Regeneration and Place will continue to work with Stakeholders to develop a regeneration strategy for the area.
MPA RA2.2 RA2 East Street Masterplan Area Following resolution at the Council's Economy, Regeneration and Housing Committee (Tuesday 16 July 2024), the Scott's Quay Neighbourhood Framework was withdrawn and the associated Masterplan for the East Street area will not now be developed. The Director of Regeneration and Place will continue to work with Stakeholders to develop a regeneration strategy for the area.
MPA RA3.1 RA3 Woodside Masterplan Area Following resolution at the Council's Economy, Regeneration and Housing Committee (Wednesday 04 December 2024), this Masterplan is now adopted.
MPA RA4.1 and MPA RA4.2 RA4 Birkenhead Town Centre Masterplan (including Birkenhead Commercial District and Mixed Use Quarter and Charing Cross Quarter) The Council are currently finalising this masterplan, in consultation with key stakeholders. Consultation launched in the first week of October 2024 with an 8 week period for comments to be received. The consultation closes at 5pm on Friday 29 November 2024. MPA RA4.3 RA4 (and RA3 Northern Part) Dock Branch Park (Northern section) Masterplan Area

Following resolution at the Council's Economy, Regeneration and Housing Committee (Tuesday 16 July 2024), this Masterplan is now adopted.

MPA RA5.1 RA5 Hind Street Urban Garden Village Masterplan Area This masterplan was produced and underpins the planning application for Hind Street Urban Village that was submitted in August 2023.
MPA RA5.2 RA5 St. Werburgh’s Masterplan Area The Council are currently finalising this masterplan, in consultation with key stakeholders. Consultation launched on Friday 4 October with an 8 week period for comments to be received. The consultation closes at 5pm on Friday 29 November 2024. More information can be found on the Council's Have Your Say page: https://haveyoursay.wirral.gov.uk/st-werburgh-s-masterplan-phase-3 This will inform the proposed new Birkenhead Market and housing development on the former House of Fraser site.
MPA RA6.1 RA6 East Float Masterplan Area A masterplan for this area will only be required if the development parameters change from those previously agreed by the East Float Outline Planning Application. In which case it will be the responsibility of the developer to prepare in support of any planning application.
MPA RA6.2 RA6 MEA Park Masterplan Area A masterplan for this area will only be required if the development parameters change from those previously agreed by the West Float Outline Planning Application. In which case it will be the responsibility of the developer to prepare in support of any planning application.
MPA RA6.3 RA6 Bidston Dock Masterplan Area A masterplan for this area will be required if development within the area is proposed. Preparation of the masterplan will be the responsibility of the applicant.
MPA RA7.1 RA7 Cleveland Street Neighbourhood Masterplan Area

Following resolution at the Council's Economy, Regeneration and Housing Committee (Tuesday 16 July 2024), this Masterplan is now adopted.

RA8 RA8 Northside Regeneration Area

Following resolution at the Council's Economy, Regeneration and Housing Committee (Tuesday 16 July 2024), this Neighbourhood Framework is now adopted.

MPA RA9.1 RA9 Liscard Town Centre Masterplan Area The Council has a Liscard Neighbourhood Framework: An Integrated Masterplan in place, which was approved in November 2021. The Council has secured Levelling Up Funding to help deliver on the priorities of the Neighbourhood Framework, including public realm improvements in Liscard Town Centre, and new housing development on the Seaview Road Car Park site. The funding needs to be spent by March 2026.
MPA RA10.1 RA10 Marine Promenade Masterplan Area

Following resolution at the Council's Economy, Regeneration and Housing Committee (Tuesday 16 July 2024), this Masterplan is now adopted.

MPA RA11.1 RA11 New Ferry Masterplan Area The Council has a masterplan in place for New Ferry and an outline planning permission from 2020. The Council is currently working with Regenda to enable a residential led development to be delivered together with improvements to the highways, parking and public realm and improvements to the retail area. The redevelopment is anticipated to be completed in 2026. 
MPA SA6.1 NA West Kirby Concourse Masterplan Area The Council will be preparing the masterplan in consultation with the local community and stakeholders commencing early 2025.
MPA SA4.1 NA Former D1 Oils, Bromborough Masterplan Area This masterplan will be prepared by the developer/s in support of a planning application for the Housing Allocation RES-SA7.1- Former D1 Oils, Dock Road South
MPA SA4.2 NA Former MOD and Riverside Office Park, Bromborough Masterplan Area This masterplan will be prepared by the developer/s in support of planning applications for Housing Allocations RES-SA4.2 - Former MOD, Old Hall Road and RES-SA4.3- Riverside Office Park, Riverwood Road, Bromborough.
