The first consultation stage in the new plan-making system is on the Scoping Consultation of the Wirral Local Plan 2045. This is where the Council invites views on what the plan should contain and how future engagement on the plan should be carried out. The regulations require us to publish a formal notice of this stage, which can be viewed on Notice of Scoping Consultation webpage.
How to get involved
This consultation is open from 15 July 2026 and closes on 6 August 2026 at 5pm. You can view the Scoping Consultation Document and provide your comments online via Placemaker:

Once you have registered, you can view the scoping document, make representations and submit your response. Alternatively, comments can be submitted by letter or e-mail (see below), although we encourage you to use Placemaker.
Representations on the Local Plan Scoping Consultation must be received by the Council by 5pm on 6 August 2026.
