Under the new planning system, the Council is required to publish a Notice of Intention to Commence Local Plan preparation. The Notice marks the start of the formal plan-making process. This provides communities and other stakeholders with advanced notice of plan-making to understand when and how they can get involved.
Notice of Intention to Commence the Wirral Local Plan 2045

In accordance with Regulation 19 of the Town and County Planning (Local Planning) (England) Regulations 2026, Wirral Borough Council gives notice that it is preparing a new Local Plan that will cover the administrative area of Wirral (ONS E08000015), as shown in the map below.

Title of the Local Plan
The Plan will be referred to as the Wirral Local Plan 2045. The Local Plan will include minerals and waste policies.
