Public Notice: Temporary road closures for parade events
Wirral Council wishes to inform residents and road users of upcoming temporary road closures due to scheduled Remembrance Sunday parade events across the borough.
In 2013, national policy for the policing of pre-planned events changed making it clear that the organisers of the event, and not police, are responsible for traffic management and the escort of any parades.
Despite this, Merseyside Police chose to support the traffic management of certain events – including Remembrance parades across the area – for several years.
More recently and in line with legislation, the National Police Chiefs’ Council and the College of Policing stressed that policing should not take responsibility for closing roads or managing traffic, other than in an emergency.
Under current legislation, local authorities do not hold the same powers as police to conduct rolling roadblocks. Therefore, where a parade route crosses any public highway, the council is required to formally close the road to ensure public safety and compliance with traffic regulations.
What you need to know
- closures will be implemented safely and in a timely manner
- traffic management companies will be coordinating closures and re-openings, but due to the complexity of managing multiple locations requesting closure and reopening at the same time, disruption to the highway network may occur
- some areas may have road closures for several hours
- it is unusual for traffic management teams to close and reopen multiple locations simultaneously, so please plan ahead

Remembrance Parade Road Closures – Sunday 9 November 2025
All closures are to enable the safe undertaking of Remembrance Day Parades and will be removed after the event when authorised personnel are available to take down signs and barriers.
Closure and reopening times may vary slightly from the stated 7am to 5pm window.
