Wirral's coast is nationally and internationally protected, so collection of seaweed would require consent from Natural England.
Water quality testing takes places at designated bathing beaches by the Environment Agency, therefore seaweed collection for food would be a concern regarding water quality. You can check the quality of bathing water.
