The Hospitality, Leisure and Retail (Expanded Scheme) closed at 5pm on Friday 11 December 2020.

In response to the business restrictions that are currently having an impact upon the hospitality, leisure and retail businesses, Wirral Council, in conjunction with our neighbouring local authorities and the Liverpool City Region Combined Authority, is launching grants for businesses in the Hospitality, Leisure and Retail sectors.

Who can apply?

  • Retail businesses that operate from commercial retail premises, have been forced to close due to national restrictions, and that are not eligible for Local Restrictions Support Grant (Closed).
  • Businesses that directly supply the Hospitality and Leisure sectors, that are not eligible for Local Restrictions Support Grant (Closed) and that operate from commercial premises.
  • Home based businesses, for example a self-employed person, sole trader, or a limited company that predominantly works in or supplies the Hospitality and Leisure sectors, and can no longer generate income through usual channels, for example face to face to face, and has ongoing business-related costs.  Licensed Market traders are eligible to apply under this category.

Eligibility

A Small or Micro business:

Under the Companies Act 2006, a Small business must satisfy two or more of the following requirements in a year:

  • Turnover: Not more than £10.2 million;
  • Balance sheet total: Not more than £5.1 million;
  • Number of employees: a staff headcount of not more than 50.

Under the Companies Act 2006, a Micro business must satisfy two or more of the following requirements:

Turnover: Not more than £632,000;
Balance sheet total: Not more than £316,000;
Number of employees: a staff headcount of not more than 10.

  • be based in the Liverpool city region and have been trading on or before 11 March 2020.
  • not be eligible for or received a grant administered by a local authority from October 2020 onwards, for example, LCR Hospitality and Leisure Support Grant; Local Restrictions Support Grant (Closed).
  • employ one or more people (a sole director, or self-employed counts as one staff member).
  • be able to demonstrate that its trading activities have been significantly and negatively impacted by Covid-19 restrictions and provide information in the free text box to prove this, for example, the impact on business turnover. 
  • be State Aid compliant.
  • still be trading on or before 1 October 2020, that is, continuing to trade with a view to making a profit or surplus (not a dormant company). A business is excluded if is:
  1. dissolved or about to be dissolved
  2. a dormant company
  3. insolvent or if insolvency action had been instigated against it

Supply Chain Businesses (that predominantly supplies the hospitality and leisure sectors)

You must be one of the following:

  • Alcohol wholesaler
  • Brewery
  • Catering
  • Cattery or Kennel
  • Event or hospitality staffing agency
  • Event entertainment agency
  • Event management
  • Event photographer
  • Event supply companies eg.  Marquee, AV and lighting, security company, catering equipment
  • Event travel company eg. coach hire, limousine hire, tour company
  • Food and drink supplier to the events industry
  • Hotel supplies (linen, cleaning, glassware)

Non-essential Retail (in commercial retail premises)

The following businesses are eligible: (if they are not eligible for Local Restrictions Support Grant (Closed)):

  • Clothing
  • Electronic goods
  • Hair and beauty salon
  • Homeware
  • Mobile phone shops
  • Shop within larger or shared premises
  • Vehicle showroom
  • Other (you will need to provide a business description)

Self Employed, Sole Trader or Home based business (that predominantly works in or supplies the Hospitality and Leisure sectors), Licensed Market Trader in Retail

The following businesses are eligible:

  • Artist, musician or other performers
  • Event photographer
  • Event planner or management
  • Mobile hairdresser, beautician, nail technician
  • Personal trainer or instructor
  • Travel advisor
  • Tattooist
  • Wedding planner
  • Other (you will need to provide a business description)

Grant Payment

The aim is that the funding will reach applicants within 10 working days of applications being approved, with payment by BACS.

You will be asked to provide information and documents to support your grant application, so the following checklist is to be used to help you gather the information before you start to complete the online application form. You must complete the online application form in one session as it cannot be saved.  Any missing or incorrect information will delay the appraisal and payment process.
