January 2021 Statement of Spend - Adult Social Care Infection Control Fund: Round 2

The Adult Social Care Infection Control Fund Round one was first introduced in May 2020. The Adult Social Care Infection Control Fund was extended until March 2021, with a Round two Payment received in October 2020. 

The purpose of this fund is to support adult social care providers, including those with whom the local authority does not have a contract, to reduce the rate of COVID-19 transmission within and between care settings, by helping to reduce the need for staff movements between sites.

Allocation of Infection Control Fund

Wirral Council received £4,087,305 from the Adult Social Care Infection Control Fund: Round 2.

  • £2,785,318.24 of the Infection Control fund has been invested into the Care Homes, including Drug and Alcohol Providers
  • £992,293.63 of the Infection Control Fund has been invested into the Community Care Providers
  • £309,693.13 of the Infection Control Fund has been invested into other Adult Health and Social Care Providers
  • Round 2 Funding is to be spent between 1 October 2020 to 31 March 2021
  • Wirral Council has complied with all the Grant Conditions and has requested that those Providers in receipt of the Infection Control Fund comply with all Grant Conditions

Care Home sector summary

£2,785,318.24 of the Infection Control Fund has been invested into the Care Homes, including Drug and Alcohol Providers:

  • all Care Homes and Drug and Alcohol Providers in the Borough were offered access to the funding
  • £2,785,318.24 was shared out across providers based on the number of registered care home beds with the Care Quality Commission
  • there were 3,637 registered care home beds in Wirral as of data supplied in September 2020 by the Care Quality Commission
  • 115 Care Home Providers received funding and 2 Drug and Alcohol Providers

Community Care summary

£992,293.63 of the Infection Control Fund has been invested into the Community Care Providers:

  • funding was allocated to the Community Care Sector based on 3,481 individuals in receipt of a Community Care Service in October 2020
  • funding was made available to all Community Care Providers in Wirral who were eligible for the grant and 62 Providers opted to receive the Infection Control Fund funding

Discretionary Fund - Adult Health and Social Care Providers

  • £309,693.13 of the Infection Control Fund has been invested into other Adult Health and Social Care Providers
  • 428 Direct Payment Recipients received £128,400.00 funding allocation
  • 43 Households in Wirral who deliver Shared Lives Service received £12,900.00 funding
  • £20,000 funding allocated for Unpaid Carers
  • £65,300 funding was shared across 6 Day Centres and Services
  • £21,270.12 was shared with 2 End of Life Care Providers
  • £20,000.00 was funded to an outreach Drugs and Alcohol Service
  • a Community Equipment, Aids and Adaptations Provider received £20,000.00
  • 6 Month Quality Improvement Officer Post to support the Care Homes

Provision has now been made so that all infection control funding will be distributed by February 2021.
