Droughts are not emergencies, unless there is a serious threat of restrictions to public water supply or a major environmental incident.
Water company drought plans cover the actions required until the incident is classed as an emergency. At this stage water companies will activate their own emergency plans to deal with a loss of supply and maintaining essential water supplies.
