Any person who wishes to work as a Hackney Carriage Driver is required by law to hold a licence issued by a Licensing Authority. Wirral Council is the Licensing Authority in relation to any person wishing to hold a licence in Wirral.

Renewal of Existing Licences

In order to renew an existing licence you must submit your application and supporting documentation by email to You must send this email at least 48 hours before the expiry of your licence to ensure it can be processed before your licence expires.

The easiest way of sending the supporting documentation is to use a smartphone which can take and attach photographs of your supporting documentation directly to an email. 

The following supporting information must accompany your application to renew your licence:

  • DVLA Driving Licence Photocard
  • DVLA Check Code
  • Proof of Address - this must be either a utility bill, bank or credit card, benefit or council tax statement or central or local government document which is no more than 3 months old
  • Enhanced DBS Certificate

Group 2 Medical Assessment - please note that due to GP Surgeries not currently carrying out driver medicals the Licensing Authority will renew exiting licences without a medical, but a medical must be carried out within 12 months of the licence renewal and submitted to the Licensing Authority.

Once the email containing the Application Form and supporting documentation has been received and verified you will be contacted by telephone for payment by debit or credit card. After successful payment, your licence will be renewed administratively.

At this time it will not be possible to issue a badge but you will receive a copy of your licence by email which will confirm that your licence has been renewed. Badges will be issued at a later date. You will be able to show the email containing your licence to any Authorised Officer, Police Constable, or any person who requests it whilst you are working.
