Wirral Council do not have any opportunities currently available for horse grazing land for sale or to let.
Buying council-owned land next to your property
If you're interested in buying an area of council-owned land next to your property, for example, to extend your garden or create a driveway, please be aware of the following:
- the process will take considerable time and involves many individual steps. It frequently takes longer that buying a house
- you will need to cover legal and administrative costs, as well as the cost of the land itself
- the sale will only go ahead if you get planning permission for change of use for the land (for example from changed from amenity land to private garden)
Your next steps
If you wish to proceed with a request to purchase council-owned land next to your property, contact the Estates Team to discuss the land of interest and your intentions, email enquiriesestatesteam@wirral.gov.uk.
There are several steps that need to be taken following this discussion:
- after engaging with the Estates Team, you will need to seek pre-application advice, you can find this at the website: https://www.wirral.gov.uk/planning-and-building/planning-permission/applying-planning-permission/pre-application-advice This will help you understand whether planning permission for change of use is likely to be granted.
- the Estates Team must consult with various Council departments before any decision is made, and then the appropriate authority sought for disposal. The Estates Team will determine whether there will be a progression of the sale
- depending on the status of the land it may be necessary to advertise the loss of public open space, which is a separate statutory process.
- depending on the land in question, you may also need to:
- Apply for a Stopping-Up Order if the land is maintained by Highways.
- Apply for a dropped kerb if access is needed from the road.
- Apply for a Stopping-Up Order if the land is maintained by Highways.
Costs you will need to pay
You will be responsible for the following costs:
- council legal fees
- council surveyor fees
- your own legal fees
- Planning pre-application and planning consent fees
- Stopping-Up Order fees (if required)
- Public Notice fees (if required)
- dropped kerb application fees (if required).
Purchase price
All sales are subject to Wirral Council obtaining the best price reasonably obtainable, in line with Section 123 of the Local Government Act 1972.
Community Asset Transfer
The council occasionally transfers assets to the community. This can take many forms including disposing of land and or property to a community group.
