Housing Strategy 2011 - 2026

Wirral’s Housing Strategy 2011–2026 sets the strategic framework for future housing policy and investment requirements in Wirral. It is aligned with Wirral’s Sustainable Community Strategy, the outcome of the Wirral-wide consultation on Wirral’s future as well as more specific consultation with the wider community.

Consultation with residents and over 340 different partners took place over a six-week period using a number of different methods. Officers visited key locations, and surveys could be completed online, in One Stop Shops and in libraries.

People were asked to comment on seven key strategic themes and to tell us what housing issues were important to them. Responses were monitored each week and this helped us to target low response areas and ensure that the survey was accessible to all.

Over 1,360 responses were received from residents, partners and other organisations. Key themes that emerged included:

  • the ability of young people to access affordable homes
  • the provision of supported housing
  • the development of new homes.

Many of the comments and suggestions received are now reflected in the final Housing Strategy.

The Housing Strategy is supported by a Strategic Housing Plan which is measurable, realistic and achievable. It will enable us to deliver our key priorities and achieve our vision to:

‘contribute to making Wirral an attractive place by ensuring people can access
quality housing that is appropriate and affordable to their needs’.

 

To deliver our vision for Wirral we will continue to work with a wide range of organisations and communities to ensure our shared outcomes around health, social care, education, community safety and the economy are addressed and developed. We will also work together to achieve our priorities in seven key strategic themes:

  • Responding to long term changes in the population
  • Making better use of existing housing stock
  • Encouraging people to stay within the borough
  • Increasing the availability of housing and delivering affordable homes
  • Making homes warmer
  • Supporting vulnerable people
  • Supporting employment, learning and skills.

We will continuously monitor the Strategic Housing Plan activities and publish the outcomes and progress achieved on an annual basis. This means the work we are doing, whilst flexible enough to be responsive to new challenges and policy direction as they arise will also be aligned with future investment opportunities.

Our strategic objectives are overarching and set out the Council’s aspirations for the future. The strategy broadly outlines how they will be achieved and supported through the activity in the Strategic Housing Plan.

The detailed operational activities undertaken to meet our key strategic targets and objectives will be delivered by the Housing division along with our partners. These will be set out via delivery plans and other supporting strategies on key related issues such as affordable warmth, homeless and supporting people.
