Support for families in difficult circumstances

Wirral Council provides a range of services which aim to help parents, carers and family members who are having difficulty with providing care and support for children and young people.

Some services are delivered by the Council and some are delivered by our partner organisations. These organisations all have skills and experience to give parents the information, advice and support that they need to be able to confidently manage their children’s behaviour.

Some services are open to parents and carers directly and other services will need a referral from a professional such as a health worker or your school or Children's Centre.

The list below gives details of the services that are available.

Children's Centres Sure Start Children’s Centres have been established across Wirral and act as the
hub for service delivery for support for children under 5 and their families. 
The Centres form part of the Government’s agenda to improve access to
health, education and social care for families thereby improving the
life chances of young children.

Universal and targeted services for families with children under 5,
offering groups and activities in the Children Centre and the community, as well as 1-to-1 support in the home.

Homestart One to one support at home for families with children under 5. Help to prevent difficulties escalating into crises.

This service picks up levels 1 and 2 - When family is in TAC or Social Care, the referral will be Family Support Worker/ Outreach worker from the Children's Centre who will be picking this up. Schools, health visitors, midwives and social care can refer to this organisation as well as self referrals.
Action for Children Positive Parenting Programme for parents and carers across Wirral. Find out more on the Action For Children website. Referrals will come from schools, TAC/CAF, Social Care, Camhs GPs and self referrals.
Action for Children Nurturing Programme for parents and carers in a range of venues across Wirral. Find out more on the Action For Children website. Referrals will come from schools, TAC/CAF, Social Care, Camhs GPs and self referrals.
Action for Children Strengthening Families support programme for parents of 10 to 14 year olds in partnership with Secondary Schools for young people with emotional and behavioural difficulties. Referrals will come from schools, TAC/CAF, Social Care, Camhs GPs and self referrals.
Action for Children Strengthening Families/Strengthening Communities support programme for parents and carers of Black and Minorty Ethnic children and young people in a range of venues across Wirral. Referrals will come from schools, TAC/CAF, Social Care, Camhs GPs and self referrals.
Catch 22

Catch22’s Intensive Family Support Service combines the assertive delivery of support with sanctions and possible enforcement action to increase a family’s motivation to change their behaviour. Families are supported intensively to overcome issues specifically related to anti-social behaviour, substance misuse and domestic abuse.

Referrals for this service can be from any services and people can self-refer. Most referrals have been at TAC/CAF, Wirral partnership Homes, Youth Offending Service, Social Care, Anti-Social Behaviour Team, Camhs and GPs. – Levels 3 and 4.

Catholic Children’s Society Individual support for families at home to develop parenting skills. Contact mary@cathchildsoc.org.uk or by referral from a Children's Centre, school, Social worker or health professional. This service will work at level 2-3 of the continuum of need. Referrals will come from Schools, TAC/CAF, Social Care, Camhs, GPs and self referrals.
Leapfrog Zero Centre Emotional support for children who have experienced domestic violence. Counselling and training to resolve conflict. Contact zerocentre@aol.com or by referral from a Children's Centre, school, Social worker or health professional. This service will work at level 2-3 of the continuum of need. Referrals will come from Schools, TAC/CAF, Social Care, Camhs, GPs and self referrals.
 Barnados Intensive support for young women and men who have and are experiencing relationship abuse. Emotional support and developing skills to resolve conflict. Contact pat.greene@barnardos.org.uk or by referral from a Children's Centre, school, Social worker or health professional. These programmes will work at levels 2-4 of the continuum of need. Referrals will come from Schools, TAC/CAF, Social Care, Camhs, GPs and self referrals.
Wirral Multi Cultural Organisation Support Black and Minority ethnic children with a particular focus upon children who are experiencing the negative effects of social isolation, family stress and racial harassment. Contact raza@wmo.org.uk or by referral from a school, Social worker or health professional. These programmes will work at levels 2-4 of the continuum of need. Schools, TAC/CAF, Social Care, Camhs, GPs and self referrals.
Barnardos Support for children and young people who have been identified as young carers with additional or complex needs as a result of their responsibilities. Contact pat.greene@barnardos.org.uk or by referral from a Children's Centre, school, Social worker or health professional. This programme will work at level 2-4 and referrals will come from TAC/CAF, Social Care. Referrals will come from Schools, TAC/CAF, social Care, Camhs, GPs and self referrals.
