Lottery licensing

Society lotteries are lotteries promoted for the benefit of a non-commercial society. A society is non-commercial if it is established and conducted for:

  • Charitable purposes
  • The purpose of enabling participation in, or supporting, sport, athletics or a cultural activity or
  • Any other non-commercial purpose other than that of private gain

Societies who run small society lotteries, that is to say lotteries which are not large lotteries (essentially those in which £20,000 (or less) worth of tickets are put on sale and where the society's aggregate proceeds from lotteries do not exceed £250,000 a year) may operate without a Gambling Commission licence provided they register with Wirral Council.

There is an initial fee of £40 to register and an annual fee of £20.

The annual fee must be paid within the period of two months which ends immediately before each anniversary of the registration.

The application must be accompanied by ALL of the following:-

  • A list of the full names, addresses, official positions and signatures of the committee, together with confirmation that they are all over 18 years old.
  • Copy of your Terms and Conditions or your Constitution to establish that your Society is a non-commercial society and/or a declaration stating that you represent a bona-fide non-commercial society.
  • Police check form to be completed by the person designated to run the lotteries.
