Any vehicle used as a hackney carriage vehicle in Wirral must first be licensed by Wirral Council.

Hackney carriage vehicles must be purpose-built and designed to carry a maximum of 8 passengers. All hackney carriage vehicles on Wirral must be fully wheelchair accessible.

All vehicles must pass a compliance test and MOT test at one of our authorised testing stations. Vehicles must meet the hackney carriage vehicle criteria in order to pass the compliance test.

Further to a decision of the Licensing, Health and Safety and General Purposes Committee, Wirral Council currently has a limit of 289 Hackney carriage vehicle licences.

There are currently a number of hackney carriage vehicle licences available.

Documents required

Please bring the following to your appointment:

  • V5C Vehicle Registration Certificate (log book) or proof of purchase for recently purchased vehicles
  • current MOT certificate (no more than 28 days old)
  • vehicle compliance test pass certificate (no more than 28 days old)
  • valid certificate of insurance (or cover note) which must include Public Hire use
  • licence fee

Processing and timescales

It is possible to obtain a vehicle licence within 24 hours, if all of the requirements are met.
