Pedestrian crossings
Pedestrian crossings such as zebra, pelican, puffin and toucan are provided to assist residents and visitors to Wirral. They are located at sites where there are high volumes of traffic and pedestrians and are provided to give people a safe place to cross.
Our Urban Traffic Control centre monitors more than 215 traffic signal junctions and pedestrian crossings in Wirral.
Can I report a fault with a pedestrian crossing?
State-of-the art equipment alerts us to any faults immediately. However – we still rely on the public to contact us with reports of vandalism to any crossings.
We will respond to faults on pedestrian crossings within 4hrs of them being identified.
Can I request a pedestrian crossing in my road?
Criteria set down by central government determines where pedestrian crossings can and can’t be located in Wirral. This is based on factors such as traffic counts, pedestrian counts, accident records and whether or not a road presents a division between residents and community facilities.
Because of the expense involved in locating a pedestrian crossing we need to be 100% certain that it is the most appropriate action for an area. We present a revised list of requests for schemes to Members on an annual basis – usually in March. They are then asked to prioritise and approve schemes for the year ahead
Your request will be held on file and at some point in the future it may be evaluated and considered.
Set criteria needs to be met before we can consider introducing traffic calming measures in a particular road. There are over 1,000 road accidents in Wirral every year and in approximately 180 places there have been more than four accidents within the last three years. We feel it is important to prioritise funding for traffic calming measures to those places where we can make a significant contribution to road safety – and avoid wasting public money.
Recommendations are made to elected Members at the Environment, Transportation and Planning Strategy Select Committee once a year – and it is left for the committee to prioritise which traffic calming schemes will go ahead.
Just because a particular road might not be in this year’s approved programme – it could still feature in subsequent programmes. You can report your requests and concerns about a road and we will investigate and keep details of file.
Why do you choose certain locations for pedestrian crossings?

This is based on a number of factors such as traffic counts, pedestrian counts, accident records and whether or not a road presents a division between residents and community facilities.
Can a pedestrian crossing be removed?
A pedestrian crossing will have been introduced for specific community reasons – most likely to be safety related. A lot of public money will have been spent on the scheme and therefore we would need strong justifications to remove a crossing. The matter would need to be investigated in detail and go before elected Members for consideration.
What types of pedestrian crossings are there?
We have a range of road safety literature available for the public that covers how children can use these crossings safely.
Puffin crossing
These are similar to Pelican but further aim to improve safety and reduce delays. They have detectors that can tell when people are waiting to cross. The detectors also watch the crossing and control the light signals so that you have enough time to cross safely.
Toucan crossing
These are signal contolled crossings like Pelicans.
Unlike Pelican crossings, that only pedestrians are allowed to use, Toucans can help both pedestrians and cyclists riding their bikes to cross safely – if used correctly.
Pedestrians or cyclists wishing to cross can press the button on the yellow box to stop the traffic.
Detectors monitor the crossing to make sure enough time is given for both pedestrians and cyclists to finish crossing, before allowing traffic to move.
Zebra crossing
This is not a signal controlled crossing.
