How to apply for a Residents' Parking Scheme

Over Summer 2007, seven pilot areas across Wirral took part in a consultation regarding the possible implementation of Residents’ Parking Schemes, after a number of enquiries and petitions from residents within the areas experiencing parking difficulties caused by non-residents.

Wirral Council do not have a budget set aside for the provision of Residents’ Parking Schemes. The consultation therefore proposed to residents that a scheme could be set up and administered by Wirral Council if it was part funded by the residents, by a set up fee of approximately £75 plus a £10 yearly charge for permit issuing, maintenance and enforcement.

The consultation asked for the thoughts of each of the 1500 households in the pilot areas, via a feedback form. From the feedback forms that we received by return, all residents’ comments and views were used to form the basis of a report that was then submitted to Wirral Council’s Cabinet for consideration on how best to take forward the issue.

Wirral Council’s Cabinet was presented with the report and decided that Residents’ Parking Schemes would not be implemented in any of the seven pilot areas that took part in the consultation, as the majority of residents involved simply did not support the scheme or were not prepared to contribute to the funding.

The Cabinet also decided that in future, residents should refer to their Local Area Forum Coordinator to request a Residents’ Parking Scheme, and that all suggested schemes should include approximately 300 households and be able to demonstrate an 80% majority support for the scheme, and for the contribution to funding (approx £75 per household) prior to submission.
