Learning Disabilities Services
People can be born with a learning disability or acquire a learning disability because of an illness or injury that occurred in childhood. Wirral Department of Adult Social Services in partnership with Wirral and Cheshire Partnership NHS Trust and other organisations can provide a range of services to help and support adults with learning disabilities, their families and carers.
Learning disability support
The kind of help we may be able to offer you will depend on your needs. We will respect your religion and ways of life when considering how we may be able to help you. We want to help you lead a full and active life within your community and to support you to build a range of friendships, activities and relationships.
In order to do this we need to find out more about you. This means we need to collect information, discuss this with you and agree on what services we may be able to offer. This is called an assessment. Sometimes we need to ask, with your permission, for information about you from other people you know, like your GP. Following the assessment you may have a care plan. This will say how your individual needs are met and who will meet them.
We may also be able to offer help to people who look after you for instance a relative partner or friend. People who care for you also have needs and they are also entitled to have their needs assessed
We cannot provide help and support for everyone. This is because we must make sure we help those who need our services most. If we cannot help you directly, we will be able to suggest other organisations that can.

Following your assessment some of the services you may be entitled to include
- Finding employment
- Having a break
- Moving on or getting your own place
- Help with learning
- Help getting and keeping good health

The support services you receive can be provided in different ways. They can be provided:
- directly by Wirral Department of Adult Social Services (in-house)
- jointly with Wirral and Cheshire Partnership NHS Trust (integrated)
- bought in from the independent sector (contracted)
- by giving you money to buy services direct or employ a personal assistant (Direct Payments)
The first three options (in-house, integrated and contracted) are arranged for you by your care manager. Instead of having services arranged for you by the care manager the Direct Payments scheme allows you to arrange for your services yourself and pay for them using the money provided by direct payments. It means that you will be responsible for meeting your own social care needs, but you may have greater control over how you do this.

Charges for services
There is no charge for an assessment by the team of care managers and most NHS services are free. However, any service that we may offer will have a charge. We will discuss this with you and let you know how much you need to pay. For further information see:
