Parking badges for people with disabilities

The Blue Badge Scheme (former Orange badge before 2000) is designed to give those who have various disabilities the ability to park close to the facilities and services they need to use, to help improve their lifestyle, independence and freedom of choice.

This is a national scheme for parking concessions for people who travel either as car drivers or passengers. Parking badge holders are able to use the parking spaces set aside for disabled people, and park in paid parking zones for longer periods of time. The Department of Adult Social Services run the scheme locally on behalf of the Department of Transport following the rules set out by the government. The parking badge and a time clock must be displayed on the dashboard of the car while it is parked. Your permit is valid for three years.

You can apply for a blue badge at any of the One Stop Shops. To apply you must first complete the relevant "blue badge application form" . Completing the application form will allow you to determine whether you are eligible for a Blue badge or not and if so, by either the "Automatic Issue" or "Discretionary Issue" process.

 Eligibility

To be eligible for Automatic issue you must be able to answer YES to any of the questions in Part B of the application form, a badge can then be issued straight away at any of the OSS as long as you take the completed signed form, relevant proofs, 2 passport photographs and the fee along with you.

To be eligible for Discretionary issue your completed form is referred to your doctor for approval as you have answered NO to all the questions in Part B but YES to any of the questions in Parts C and D. The application is returned to the OSS by your GP indicating whether you have been approved or refused. If approved the badge can then be prepared and issued at the OSS where you submitted your application, as long as you provide 2 passport photographs and the fee.
