Housing Strategy – community engagement

The Council’s Housing Strategy Team is responsible for delivering Wirral’s Housing Strategy including bidding for resources, working with Registered Social Landlords and responding to the demands of various strategic housing and regeneration policies, plans and initiatives.

Wirral’s Housing Strategy aims “to create sustainable communities across the whole of the borough in which people choose to live and stay” and sets out four strategic housing priorities which are to:

  • Deliver urban renaissance
  • Provide affordable homes to maintain balanced communities
  • Deliver decent homes in thriving neighbourhoods
  • Meet the needs of communities and provide support for those who need it

Through these strategic housing priorities, the Council will provide communities with opportunities for resident involvement and resident consultation on strategic and policy issues and on various plans and initiatives such as:

Resident involvement

Residents are actively encouraged to get involved in the Councils services that affect them most whether that be as an individual resident to have their say or through residents collectively working together to ensure that their voice is heard.

The Councils Community Engagement Team provides advice on how residents can become involved in the Councils services through providing advice on how residents can become involved in their communities and how they can also become involved through the Council’s Area Forums which are held periodically throughout the borough.

The Community Engagement Team are also responsible for delivering the Council’s Corporate Community Engagement Strategy ‘Getting Better Together’

The Council in partnership with Wirral Partnership Homes funds and supports the Wirral Federation of Tenants and Residents Associations, who are the umbrella organisation for all tenants and residents groups in Wirral.

Wirral’s Voluntary & Community Sector Network (WVCSN) and the Tenant Participation Advisory Service (TPAS) can also provide advice and support to tenants and residents on how they can become involved in their communities.

 

Resident consultation

The Council’s Housing Strategy Statement’s strategic housing priorities have been formulated and agreed by Wirral’s Strategic Housing Partnership and in key consultation with Wirral’s Stakeholders, which has involved workshops and discussion groups focusing on the key challenges for Wirral.

The development of Wirral’s Housing Strategy is a continual process not an annual exercise and which is firmly linked to existing strategies, planning structures and commissioning processes.

Other consultation mechanisms also exist, such as through the Housing Market Renewal Initiative who have produced a HMRI Community Engagement Strategy and through the Wirralhomes service who consult residents on the Wirralhomes Allocations Policy and also have an Annual Wirralhomes Satisfaction Survey

Wirral Federation of Tenants & Residents Associations

The Wirral Federation of Tenants & Residents Associations (WFTRA) is an umbrella organisation for all tenants and residents groups in Wirral which acts as a body to relay views, issues and concerns to key partners and service providers of affiliated groups and to provide strength and unification of tenants and residents groups in Wirral along with providing funding, support training and advice to help improve the overall quality of life in areas in which people live.

The WFTRA has approximately 50 tenants and residents groups affiliated which represents a high proportion of tenant and resident activity within the borough.

The WFTRA is funded by and works in partnership with the Council’s Housing Strategy and Community Engagement Teams and Wirral Partnership Homes
