Affordable Warmth and Home Energy Strategies
Wirral Council is committed in helping households save energy in their homes in order to reduce the amount of carbon dioxide being released into the atmosphere and to help reduce the amount of money being spent on fuel bills. Being more energy efficient will also lead to a more comfortable home and may lead to a reduced incidence of cold and damp related illnesses.
The strategic commitment behind the Council’s home energy efficiency initiatives is shown through annual reports to the Government under the Home Energy Conservation Act 1995 and also through “Warmth For All” – Wirral’s Affordable Warmth Strategy, both of which are described below.
1. Home Energy Conservation Act (HECA) 1995
Carbon dioxide is the main gas causing climate change and this law was introduced to help reduce it. Households account for around one third of all the carbon dioxide produced in the UK. It is released whenever a fossil fuel is burned to make electricity for our homes or when we heat our homes. HECA placed an obligation on local authorities such as Wirral to set a target for carbon dioxide reduction for households in their area. 2. Wirral’s Affordable Warmth Strategy
“Warmth for All” was launched in November 2004. It brings together many Wirral organisations to reduce fuel poverty in the Borough through increased energy efficiency, increased access to information on fuel tariffs and payment methods and by promoting benefit entitlement checks it increase household income.
