Welcome To Wirral

Housing Strategy

The Housing Strategy Team, which consists of 11 staff, takes the lead responsibility in co-ordinating the Council’s strategic approach to housing.

The Team’s key responsibilities are:

• Producing and monitoring the Housing Strategy Statement and Action Plan

• Housing needs, Market assessment and intelligence through Wirral Area Mapping Project (WAMP)

• Housing policy, research and service development

• Sub-regional, regional and national working

• RSL enabling and liaison

• NAHP bidding and securing funding

• Developing and managing partnerships to deliver the housing strategy’s objectives

• Energy Efficiency & Fuel Poverty

• Providing housing’s contribution to wider regeneration especially NR and NRF

• Providing strategic support to the entire Housing Strategy Division

Housing Strategy staff work closely with those of other key housing agencies and providers to ensure that the strategy service is well co-ordinated and service delivery is aligned to achieve the overall vision ‘to create sustainable communities across the whole of the borough in which people choose to live and stay’.

The key strategic issues and challenges facing Wirral are:-

• A highly polarised housing market, a limited housing offer in some areas and concentrations of low demand in some of Wirral’s eastern neighbourhoods

• An ageing, deteriorating housing stock with concentrations of poor conditions and a low level of compliance with the Decent Homes Standard

• Affordability of housing for part or outright purchase across the Borough

• A decreasing supply of affordable homes for rent against a backdrop of increasing demand for social housing and increasing homelessness pressures

• A large private rented sector especially in neighbourhoods in the eastern side of Wirral MBC,

• A significant level of empty properties which could be brought back into use to meet housing needs

• Providing housing and housing-related support services to an increasingly ageing, diverse and vulnerable population

• Limited financial resources to achieve strategic housing objectives and value for money/efficiency pressures.
