Housing – clearance and re-housing
Clearance
In some of the cases, Housing Market Renewal might involve the clearance of properties and redevelopment of the area. Decisions about this kind of action involve extensive consultation with all owners and residents, but if you think your property may be affected and have not heard from the Council please contact PSHR.
Clearance action may be taken for a number of reasons, such as the houses are in a poor condition, or that many are empty or unpopular because no-one wants to live there anymore.
Through rebuilding, refurbishment and improved management of the area, HMRI will help local communities to live in decent, desirable homes in attractive, healthier places; and have access to job opportunities and better public transport.
If clearance is the most appropriate course of action then the Council will seek to acquire properties by agreement with owners (see link 715 Private property voluntary acquisition) In cases were this is not possible then the use of Compulsory Purchase Orders may be sought.
In both these cases, the Council must pay the market value for the properties plus compensation to the owner or tenant in the form of a payment for loss of home. The Homeloss payment is set by Central Government and is currently a minimum of £4700 or 10% of the property’s market value for owner-occupiers (subject to a maximum of £47,000). Tenants are also eligible to receive a homeloss payment of £4400 if they have resided in the property for at least 12 months. In the case of private landlords, a loss payment equating to 7.5% of the property’s value maybe payable.
Rehousing
In cases where clearance action is determined to be the most appropriate course of action the Council offers rehousing support to residents. This includes the ‘Home movers service’ which assists people through the process of finding a new home. They can assist residents who wish to buy a replacement property, residents wishing to be rehoused by Wirral Partnership Homes or other Registered Social Landlord. Alternatively, residents may wish to seek accommodation independently
Support for remaining residents is also available which focuses on maintaining neighbourhood stability, community safety and environmental standards in areas that are undergoing major housing market intervention.
