Every Child Matters
Every Child Matters describes the Government’s policy to reorganise the way in which services are provided for children and young people. There are three successive papers – "Every Child Matters", "Every Child Matters-Next Steps" and "Every Child Matters-Change for Children". All are available on the website of the Department for Children, Schools & Families.
There is a new legislation to back up the policy – the Children Act 2004. The Act means that the Council has become the Children’s Services Authority for Wirral. The Authority has responsibility to ensure that the five outcomes for the well-being of children and young people are met. The five outcomes are that children and young people should
- Be healthy
- Be safe
- Enjoy and achieve
- Make a positive contribution
- Enjoy social and economic well-being
In Wirral, a new Department (the Children and Young People’s Department) came into existence in April 2006, combining the former Education Authority and the Children’s Services Division of the Social Services Department. New links are being forged with partners in the Learning and Skills Council, health trusts, Connexions, the police, Fire and Rescue Service, and the Youth Offending Service. There is also a strong partnership with the voluntary, community and faith sector which is organised through the Link Forum.
