• Build upon the Excellence in Wirral programme of initiatives to increase the proportion of young people entering higher education from disadvantaged backgrounds;
• Build upon the Gifted and Talented strand by extending the gifted and talented programme to 16 to 19 year olds in schools and colleges;
• Increase the proportion of young people remaining in education or training post 16 by raising aspirations and reducing underachievement;
• Improve the links between institutions, colleges and higher education institutions in order to support young people at key transition points; and
• Provide enrichment activities and extension of provision through enhancing students’ access to facilities, resources and expertise across institutions
