Annual accounts

The annual publication and independent external audit of the Statement of Accounts is an important part of demonstrating how the Council uses public money. There are a number of statements that are required to be produced by statute.

Statement of Accounts

At the end of every financial year the Council is required to produce an Annual Statement of Accounts that sets out the financial position of the Authority for that period. The accounts are prepared in accordance with all relevant prescribed guidance, Codes of Practice and Reporting Standards. Each account contains an explanatory note covering the purpose of the account and more detailed notes explaining key items.

Summary Statement of Accounts

This is a briefer, less complicated version of the Statement of Accounts summarising some of the key points arising from the Council's stewardship of public funds during the year.

Section 52 Statement

Under Section 52 of the Schools Standards and Framework Act 1998, the Council is required to publish an outturn statement at the year end detailing the Local Education Authority and schools funding and expenditure over the last financial year. The format of the return is prescribed by the Secretary of State for Education.

Annual Governance Report

The Council's External Auditors, the Audit Commission, are required to give an opinion on whether the financial statements present fairly the financial position of the Council and its income and expenditure for the year. This report also concludes on whether they are satisfied that the Council has proper arrangements in place for securing economy, efficiency and effectiveness in the use of resources.

Annual Report

Every year the Council reports on its performance over the previous 12 months drawing on conclusions reached from both independent external reviews and our own internal assessments. The report also outlines challenges we face in the future.

Annual Audit and Inspection Letter

An annual letter produced for Members summarising the conclusions reached by the Audit Commission in reviews undertaken during the year, of which their audit of the Annual Statement of Accounts forms a part.
