Licence - building materials

A licence is required for placing building materials on any part of the adopted highway.

The Council is responsible for approving the siting of all building materials and storage containers on Wirral roads.  This is to make sure that they are not causing disruption to traffic, are sited in a safe position, and are properly marked and lighted.  Persons who hire storage containers are advised to confirm with their hire company that permits have been obtained.  Residents who need to store building materials on the highway must obtain a permit from the Council before the building materials are delivered.

 

How do I get permission for siting a storage container or building materials on the highway?

You will need to apply for a permit to site a storage container or building materials on the highway detailing the intended location, date of delivery, and size of the container or building materials. A permit fee must be paid to the Council.

 

How much are the permit fees?

The following permit charges apply from 1 December 2008:

  • Storage containers - £70 for up to 28 days (maximum size 12m x 2.4 m) Permit renewals £35 for a further 28 days
  • Building materials - £70 for up to 28 days (maximum permitted area 3m x 1.5m x 1m high) Permit renewals £35 for a further 28 days

An additional fee of £25 on top of the above will apply if the Council discover a container or building materials on the highway without a permit. Permits can be obtained by calling StreetScene on 0151 606 2004

 

What are the rules and regulations that must be followed?

  • There must be a valid permit in place from the Council before placing a container or building materials on the highway;
  • The name and telephone number of the container hire company must be clearly marked on the container;
  • Reflective strips must be attached to the container or building materials which face the traffic;
  • Lamps must be attached to the container or building materials and lit during the hours of darkness

What happens if I do not have a permit for placing a storage container or building materials on the highway?

Council Inspectors and Enforcement Officers patrol Wirral roads and any failure to follow the rules and regulations may result in enforcement action. Depending on the breach this could be the application of a retrospective fee, court prosecution, or confiscation of the container or building materials.

 

Do I need permission to put a container or building materials on the pavement or driveway instead of the road?

Storage containers and building materials must not be placed on grass verges or the pavement as it will cause damage. If a container or building materials are placed on a driveway, the driver of the delivery/ collection vehicle will be responsible if any damage is caused to the verge or pavement.
