Erecting a hoarding or scaffold on a public road or pavement

Anyone intending to erect a scaffold or a hoarding which encroaches onto a public road or pavement is required by law to obtain a licence from the Council prior to erecting the obstruction.

There is a charge of £32 for the license and this must be paid at the same time as the application form is submitted (application forms can also be obtained from reception).

The license is not issued instantly as the Council needs to undertake a site visit to assess the implications of the obstruction upon road users and pedestrians.

If acceptable a license will be issued together with a schedule of requirements which must be met. In extreme circumstances the Council can refuse to issue a license.

If a scaffold or hoarding is erected without obtaining a license the Council can prosecute.
