Council Tax/Benefits E-Citizen Frequently Asked Questions

E-Citizen - Wirral Council's Council Tax and Benefit Customer Access Pages.

What is an E-Citizen?

To be able to use our on-line services you must register yourself as an E-Citizen.  Your E-Citizen identity is the user name and password that you give us when you register.

What can you see when you use Self Service?

  • How your Council Tax is calculated
  • Payments you have made
  • Balance(s) outstanding
  • Current instalments due
  • Correspondence we have sent to you
  • Sign up for e-billing to swap your traditional paper bill for on-line billing

Housing and Council Tax Benefit customers can view

  • Your current Housing and/or Council Tax Benefit entitlement
  • Previous Housing and/or Council Tax Benefit entitlement
  • Housing and/or Council Tax Benefit calculation
  • Household members and income used to calculate Housing and/or Council Tax Benefit
  • Overpaid Housing Benefit including outstanding invoices
  • Correspondence we have sent you
  • If you are a landlord and we pay Housing Benefit directly to you for your tenant, you can check your tenant's entitlement and details of payments that have been sent or are going to be sent to you

You can register to use any or all of our on-line services but you only need to register as an e-Citizen once and then request and enter PIN(s) for each service that you require.

What do you do if you forget your E-Citizen User Name?

If you try to access E-Citizen more than 3 times with incorrect details (your user name and/or password) your access will be revoked.

If you have forgotten your user name or if your access has been revoked, please telephone the Revenues and Benefits office on 0151 666 3570.

You will be asked to verify your identity by answering security questions, these will include the secret question and answer that you set up when you registered.

What do you do if you forget your E-Citizen Password?

What do you do if your account has been locked and your access revoked?

You need to telephone the Revenues and Benefits office on 0151 666 3570.  You will be asked to verify your identity by answering security questions, these will include the secret question and answer that you set up when you registered.

What do you do if you forget your PIN?

When you have registered as an E-Citizen you can request a PIN (Personal Identification Number) for any or all of the services of which you are a customer.  You only need to enter your PIN once - the first time that you use a particular service, for example, Council Tax and it can then be destroyed.

If you wish to be re-notified of your PIN, log-in as an existing user, select MY PROFILE and then INTERACTIVE SERVICES and complete the requested details.

Can you change your password?

Yes, to change your password, log in as an existing user, select MY PROFILE and then CHANGE PASSWORD.

You can also change your name/address/e-mail details through MY PROFILE.

System availability

We hope that the system will be available 24 hours a day, 7 days a week with the following exception;  E-Citizen is not available 4.00 am to 6.00 am Sunday because of essential maintenance to our systems.
